Chief Operating Officer, Field Services
Frank Wolfe brings over 25 years of experience in the Energy, Refining, Syngas, and Petrochemical Industries to ParFab. Frank began his career in this industry with InServ -Integrated Service Company (formally Cust-O-Fab Service Company) for 15 Years. Frank was an integral part of the business development operation, domestically and internationally, and was a key factor in the successful growth of the company. In 2009, Frank partnered with ParFab to launch the Field Service division. Since the inception of this partnership, he has moved through several roles of increasing responsibility, successfully managing the Sales and marketing, Technical Services and the daily operations ParFab merged the Field Service and Mechanical Services into one group and Frank was promoted to COO - Field Operations. As a hands-on, team-oriented leader, Frank helps his team and those around him to ensure the success of ParFab Companies.

Director, Human Resources
Candice Fobb leads the development and transformation of the Human Resources function at ParFab. Candice has more than 20 years of experience in management, human resources and staffing, most recently serving as Director of Human Resources at United States Environmental Services (USES) and previously with Career Builders of Louisiana. She is a certified human resources professional and holds an MBA from Texas Women’s University and bachelor’s degree in business administration and management.
President, Commercial Services
Billy Martin leads an outstanding team that is some of the industry’s leading executives and managers. With over 25 years of experience in the construction industry, Billy has a vast wealth of knowledge pertaining to turnaround / outage work, the start-up and maintenance of mechanical equipment, refining, chemical process units, and the petrochemical industry in general. Billy is widely considered to be a hands-on manager, with experience as a business owner, manager, and supervisor. Billy is an accomplished manager who considers each project a reflection of his competency.
Chief Financial Officer
Don LaBass oversees the Finance, Accounting and IT departments with a passion for using data to drive business decisions. Don brings more than 30 years of experience in financial operations for various companies. Prior to ParFab, he served as Chief Accounting Officer at Cypress Energy Partners and previously held key senior financial positions with Cherokee Nation Businesses, Gemstar-TV Guide Inc. and BOK Financial Corp. and served nine years in public accounting with KPMG. He is a certified public accountant and holds a bachelor’s degree in accounting from the University of Oklahoma.
Senior Vice President, Industries
Mike Vance began his career over 25 years ago in the steel fabrication industry. Starting out in the fabrication shop working as general labor, Mike worked his way up through the company to an estimator, a project manager, and then working in sales. In 2004, Mike joined the ParFab group to lead the sales and estimating efforts to help grow the company. As his knowledge and skill set increased, he was able to become plant manager, ultimately leading him to his current role with the company. As Sr. Vice President, Mike has been an integral part of the success of ParFab as he brings knowledge and skills from every aspect of the steel fabrication business, as well as an honest and up-front approach to all situations. Mike graduated from Northern State University with a Bachelor Degree in Education

JT Miller began his career over 35 years ago in the Refining and Petrochemical Industries. Starting out his career as a welder and working his way up the ranks, JT grew in skill and knowledge allowing him to open his own specialty piping shop. After growing the shop and selling, he joined a Fired Heater and Reformer company to successfully manage and oversee projects from inception to mechanical completion. In 2009, JT partnered with ParFab to help start the Field Service Division. As the Sr. Vice President, JT has not only been an integral part of every field project ParFab has performed, but has also been involved in the sales effort helping to successfully grow the ParFab Field Service division.
Dale Williams began in his career in the steel industry over 42 years ago, working in various Tulsa area steel shops as a floor employee to garner insight and experience related to all facets of steel fabrication. Just five years later, he opened his own steel shop to manufacture small heaters for the petroleum industry. After selling his business, a local startup steel fabrication shop sought out Williams’ expertise, hiring him to oversee all employee acquisition, facility development, process implementation, procedure development and subcontracts. In 2002, Williams joined ParFab Industries as a partner; quickly assembling a handpicked team of 45 employees he trusted would help elevate this company to greater heights. It marked the beginning of his journey to create what is now widely recognized as a world-class organization within the steel industry. Today, ParFab’s capabilities have expanded to include field erection and maintenance for the petrochemical, petroleum, syngas and energy industry.
Alvin Moore brings more than 35 years of experience in the Energy, Refining and Petrochemical Industries to ParFab. Alvin came up through the ranks working as a Pipefitter and Welder for many years before getting into management roles. Prior to partnering with ParFab in 2009 to start ParFab Field Services, he was the Operations Manager at InServ -Integrated Service Company (formally Cust-O-Fab Service Company) which specialized in Fired Heater and Reformer work, he was there for almost 15 years. As Sr. Vice President, Alvin manages oversight of all operations reviewing project bids, contracts, contract negotiations, payables and receivables, along with monitoring projects during execution.
Will Parker has more than 37 years of experience in the refinery and petrochemical industries to ParFab, Will brings a vast amount of refinery and petrochemical industry knowledge to the table. Will has helped in successfully realigning the Marketing and Sales efforts alongside the Operations Group to work as a team, focused solely on customer satisfaction and increasing the customer base. Will helped drive the initiative for a strong culture that understands the impact that safety, quality and productivity have on customer relations and businesses. Will graduated from the University of North Texas (UNT) with a Bachelor of Science degree in Education.
